The author analyzes the demands for the qualified personnel at higher level by the society under the new situation of deepening reform and constant development of market economy. It is pointed out that the conventional enrollment and cultivation of the post-graduates is difficult to meet the requirements of the society, that through constant reform and perfection, the new approaches to enrollment of post-graduates must be opened up so as to cultivate more post-graduates and that the way of enrollment and the schame of cultivation must be worked out which will adapt to the development of market economy to cultivate a new generation of qualified senior engineering personnel with creative, organizing, competitive abilities and adaptability.
